臨時休校 ひとり親への影響大きい 弁護士が指摘

自身も小学生の子どもをひとりで育てる島田さくら弁護士は、学校が長期間休校になった場合、特にひとり親への影響が大きいと指摘します。
島田弁護士は「ひとり親はふだんから子どもが熱を出したりした際に、仕事を休まざるを得ず、周りに迷惑をかけているという思いがある中で、学校の閉鎖によって長期間、休むとなると職を失うのではないかという不安が大きくなる。幼い子どもがいるひとり親は一度、職を失うと再就職がとても難しい」と話しています。
そのうえで「政府は企業に対して労働者が休みやすい環境をつくるよう求めているが、日本では多くが中小企業で経営に余裕はなく、企業努力だけに任せるわけにはいかない。休業した際の給料を補償する制度をつくるとか、親が休みやすい環境をつくるべきだ」と話しています。
「見通し立たない状況 早く終わってほしい」
全国の小中学校や高校などが臨時休校になった場合、仕事を休んだりセーブせざるを得なくなる一人親の中には、不安を抱えている人もいます。
札幌市豊平区にすむ佐藤友美（44）さんは、中学１年の長女と小学５年の長男の２人の子どもを育てるシングルマザーです。
札幌市では28日からおよそ300校の小中学校が休校になり、２人とも自宅で過ごしています。
佐藤さんはファイナンシャルプランナーで、平日の半分ほどは自宅で、残りの半分は顧客のもとなどへ出向いて外で仕事をしていますが、子どもたちの学校の休校が長引けば仕事への影響は避けられないと考えています。
佐藤さんは「感染を防止するという観点では必要な措置だと思いますが、私はシングルマザーで両親も遠方にいるため、子どもたちだけを残して長時間、留守にするわけにもいかず、仕事での外出をある程度セーブせざるをえません」と話していました。
そのうえで「毎日、子どもたちの食事を３食用意することになると食費がかさむうえ、仕事をセーブすれば収入が減る可能性もあり、不安です。会社員なら休んだりした際の賃金の補償があるかも知れませんが、私は個人事業主のためそれもありません。この見通しが立たない状況が早く終わってほしい」と話していました。
中学校でウインドアンサンブル部に所属する長女の真央さん（13）は「卒業式で演奏するユーフォニアムの練習に取り組んでいましたが、在校生は式に参加できなくなりました。お世話になった３年生に演奏で感謝の気持ちを伝えたかったです」と話していました。

A lawyer has called attention to the difficulties that may be faced by single parents in particular if school closures continue long term. Shimada Sakura, who herself is a single parent to a child in elementary school, said, 'Taking leave from work whenever their child is ill is the norm for single parents. There's always a feeling that you are creating problems for others, and there's a real worry that single parents will lose their jobs if they take more substantial leave to cover long school closures. Once a parent with a young child has lost their job, it will be very difficult to find employment again.'
She added, 'The government is asking companies to create an environment where workers can easily take time off but Japan has many small to medium sized businesses that just don't have the business or extra resources to be able to facilitate that. They should create an environment where parents can easily take leave, and a system of renumeration to cover that time period.'
'I want this uncertainty to be over.'
There are plenty of parents who would need to cut back on work and have cause to worry in the event of elementary and junior high schools being closed across the country.
Sato Tomomi, 44, lives in Sapporo, Toyohira-ku, and is a single mother to a daughter in the first grade at junior high school and a son in the fifth grade at elementary school.
From February 28th, 300 junior high and elementary schools will be closed in Sapporo, meaning the two children will be staying at home.
Working as a financial planner, Sato usually spends half the day working from home and the remaining half out of the house, with clients and so on. If the school closures are prolonged, the effect on her work will be unavoidable.
She said, 'The closures are an essential measure to prevent the spread of infection, but being a single mother and with my own parents living far away, it's just not possible for me to go out and leave the children alone for long periods. I have no choice but to cut down on the amount of work I do outside the home.'
She added, 'Preparing three meals a day for the children also means spending more money on food, while there's a real likelihood my income will go down. It's worrying. Perhaps if I was an employee at a company I'd be paid something while taking time off, but I own my business, and I can't do that. I want this uncertainty to be over.'
Her daughter, Mao, 13, who attends the wind ensemble group at her junior high school, said, 'I was practicing the euphonium to play at the graduation ceremony but now students who aren't graduating can't go. I wanted to thank the third graders with our performance.'
